Thursday, March 13, 2008
6:00pm-7:00pm Vision Into Action Kick-Off Party
7:00pm-8:00pm visionPDX Documentary Screening
[Editor's Note: They forgot to include the location; I have sent a request for that information and will update when it becomes available.]
Join in celebrating the implementation of Portland's community vision! visionPDX is now ready to transition to Vision into Action-a new era in which community members, government, businesses, and organizations will begin to act on the people's 20 year vision for the future. Refreshments will be provided.
The Vision into Action Kick-Off will highlight:
* visionPDX Documentary
This is the premiere of Portland Community Media's final film from over two years of documenting visionPDX-highlighting the community's voice in visioning and their engagement with the City.
* Vision into Action Coalition
The visionPDX Vision Committee will "hand over the baton" to the newly appointed Vision into Action Coalition-the keepers of the community vision and initiators of action.
* visionPDX Final Products Available
Portland 2030: a vision for the future
The vision document is the broad perspective of our findings-a "30,000 foot view" of Portland in the future-and includes a historical context to visioning, our community vision statement, our values, the five elements of our city (Built, Natural, Economic, Learning and Social), demographic and environmental trends, community challenges, the visionPDX process and more.
Voices from the Community, Input Summary (Unabridged)
The over 300-page reference document that summarizes what 13,000 Portlanders said in the first phase of visionPDX. This document is meant to be a useful guide to remember what many community members value, want to see changed, disagree over, and have strategies for how to get to the change they see as necessary 20 years from now.
Community Engagement Report
This report serves the purpose of highlighting visionPDX's emphasis on community involvement, with vibrant stories of community engagement over the two visionPDX engagement phases, along with some principles of community involvement to pass on to other projects.
* Vision into Action Coalition Partners and Friends
Many organizations and individuals have already signed on to support the vision, committing to varying levels of involvement in the action phase. You or your organization can join the Coalition and help create the future Portlanders have imagined.

Portland Safer Routes to School Program Program Receives $600,000 Grant from ODOT to Support Walking and Biking to School
Announcement made at Kelly Elementary Walk + Bike School Bus celebration
(PORTLAND, OR) - The City of Portland Office of Transportation announced today that the Portland Safer Routes to School (SR2S) program has received a $599,515 grant from the Oregon Department of Transportation (ODOT) to enhance its effort to enable fun, healthy, and safe ways for students to walk and bike to school.
"We are excited and proud to have been selected for this funding," said Mayor Tom Potter. "And what a happy occasion it is to be able to announce this award during Kelly Elementary School's celebration of its model Walk + Bike School Bus."
Joining Mayor Potter and City of Portland Office of Transportation Director Sue Keil today at Kelly Elementary School were ODOT Region 1 Manager Jason Tell, Portland Public Schools Superintendent Carole Smith, Portland SR2S staff, Kelly Elementary Principal Sharon Allen, students, and families. Portland SR2S will use the almost $600,000 grant to enhance services at 11 of its 25 SR2S pilot schools, including Kelly Elementary. Funds may be used for projects that directly support increased safety and conveniences for kindergarten through middle school children to walk and bike to school.
"This grant will enable us to deepen the work we've begun with 11 of our pilot partner schools in working towards increasing the numbers of students walking and biking to school," PDOT Director Sue Keil said. "When students walk and bike to school instead of being driven in the family car, they receive the health benefits of daily exercise, which is important in this nationwide time of increasing rates of childhood diabetes and other health concerns. The environment benefits from reduced carbon dioxide emissions, and your family saves on gas money," said Director Keil.
The Portland grant is comprised of two separate awards - $100,000 for non-infrastructure (one of nine statewide awards) that provides Site Organizers for the 11 schools in Portland, and $499,515 for infrastructure (one of eight statewide awards) that provides capitol improvements for the 11 schools. Both are administered by ODOT from the federally funded Safe Routes to School program.
"There's no question that we need to encourage kids to get out of cars and onto sidewalks or bikes," said Jason Tell. "This partnership between ODOT and PDOT will go a long way to improving safety to school and the health of kids who take part in this program, in addition to reducing congestion and the negative impacts to the environment associated with driving."
The Portland SR2S program currently serves 25 pilot partner schools and is funded through the City of Portland Office of Transportation Community and School Traffic Safety Partnership. While the program partners with all five school districts within Portland's city limits, Portland Public Schools represents 19 of the 25 pilot schools and 9 of the 11 benefiting from the ODOT grant.
Superintendent Carole Smith is excited about the program. "Together we have already increased walking to school in the Safer Routes to School schools by an average 24% in 2006-07. Public health officials agree that school-aged children should accumulate at least 30 to 60 minutes of age-appropriate physical activity daily. Walking and biking to school is an easy way to do this. Portland Public Schools and Safer Routes to School are working together to see that it is done safely."
For Kelly Elementary, the Portland SR2S program has already funded a sidewalk improvement on SE 91st Avenue and built skateboard and bike racks. Additional improvements to be funded by the ODOT grant include a crosswalk, curb ramp work, and pedestrian signal improvements on SE Cooper and 92nd Avenue as well as parking controls, a curb ramp, and crossing improvements on Cooper at 90th Avenue.
Kelly Elementary Principal Sharon Allen acknowledged that the school has actively embraced the Portland SR2S program. "We're teaching students about pedestrian and bicycle safety, actively involving families in creating supportive mechanisms like our Walk + Bike School Bus, and identifying where engineering and construction improvements might best support student safety."
In addition to Kelly Elementary, the other 10 schools that will benefit from the grant are Atkinson, Capitol Hill, Chapman, Chief Joseph, Faubion, Forest Park, Gilbert Heights, Rosa Parks, Sacramento, and Sunnyside Environmental. The 11 pilot schools represent three public school districts - Portland Public Schools, David Douglas, and Parkrose.
"The City's Safer Routes to School partnership with Portland's schools, their faculty and families, the Bicycle Transportation Alliance, and ODOT," said Mayor Potter, "demonstrates that together we can support students getting to and from school in ways that can be fun, safe, and healthy - building strong bodies, clear minds, and cleaner air. Everyone at Kelly should be proud of their contribution."
This ODOT-administered grant is funded by the Federal-aid Safe Routes to School Program created by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users Act (SAFETEA-LU), signed into law on August 10, 2005. The program provides Federal-aid highway funds to State Departments of Transportation over five Federal fiscal years (FY2005-2009). These funds are available for infrastructure and non-infrastructure projects, and to administer State Safe Routes to School programs that benefit elementary and middle school children in grades K-8.
The Portland Safer Routes to School program has been funded through the City of Portland Office of Transportation Community and School Traffic Safety Partnership since 2004. For more information on the Portland SR2S program, contact program coordinator Lore Wintergreen at 503-823-2304 or visit www.saferoutesportland.org.

MARCH 15 MOBILIZATION AND RALLY AGAINST THE WAR IN IRAQ.
PDX Peace Coalition is organizing the March 15 “World Without War: A Day of Resistance and Hope. End the War. Bring the Troops Home Now!” event. Both Pam Phan and Mark Vorpahl inquired whether Recruiter Watch would be interested in co-sponsoring. Co-sponsors agree to: “1. financially support the mobilization with a minimum of $50 … 2. publicize the March Mobilization to their members and networks; and 3. if possible, provide volunteers to the mobilization.” In return, co-sponsors: “1. are listed on the PDX Peace website and other publicity and 2. can table at the event.” Should Recruiter Watch agree to endorse the March 15 event, it would be agreeing to help by sending information about the March 15 event to our group’s network. Endorsement does not require a financial contribution.
