Tenant Organizer
The Community Alliance of Tenants is seeking a full-time tenant
organizer.
What is the Community Alliance of Tenants?
The Community Alliance of Tenants (CAT) is a social justice,
tenant-membership organization focused on building renters’ rights in Oregon. CAT organizes renters to demand and achieve safe, stable and affordable housing. CAT organizes tenants in diverse communities and runs a hotline and education program for renters. We are committed to building a strong member-led organization that reflects the diversity of low-income tenants in our communities.
What will the organizer be doing?
The organizer will be responsible for coordinating CAT’s Healthy Homes for Renters Program and supporting CAT’s other grassroots fundraising, tenant education, and organizing programs. Approximately 75% of the organizer’s time will be spent in the Safe Housing Project. The remaining 25% will be spent performing a combination of fundraising, tenant education and other duties.
The Healthy Homes for Renters Program:
CAT’s membership has identified the difficulty tenants face getting repairs made as a priority for the organization. Low-income tenants do not have the option to “shop around” for living conditions that are up to standard. We cannot afford to “choose” to move if a landlord does not make repairs, and the threat of eviction weighs heavily on tenants acting alone. The Healthy Homes for Renters Program helps break down the isolation of individual tenants and support effective, collective action aimed at securing improved housing conditions and housing affordability.
The Safe Housing Project includes:
· Building-based organizing: the Safe Housing Project of the Healthy Homes for Renters Program educates and organizes tenants in buildings with substantial repair needs to act together to force needed improvements.
· Housing and Health needs assessment: the Healthy Homes for Renters Program is conducting a needs assessment with callers to CAT’s Renters’ Rights Hotline regarding the connection between housing conditions and tenant health. The tenant organizer will be responsible for working with the Executive Director and other staff to implement the needs assessment.
· Policy development: the Healthy Homes for Renters Program works with impacted tenants to develop policy proposals and campaigns to address substandard housing conditions.
The organizer will work with CAT’s Board, Executive Director and
volunteers to implement the Healthy Homes for Renters Program.
Grassroots Fundraising:
CAT is a membership organization. Our strength comes from both the involvement and financial support of our members and supporters. CAT’s ability to fulfill its mission depends on strong financial support from individuals in our community. The tenant organizer will work with CAT’s Board and Staff to implement CAT’s grassroots fundraising activities. These activities include fundraising phone banks and personal visits with past and potential donors, member recruitment, and event planning.
Tenant Education Program:
CAT’s Education Program provides informational brochures, renters’ rights workshops, and operates the Renters’ Rights Hotline. The program works to educate renters of our rights and what we can do to stand up for ourselves as individuals and as an organized group.
The organizer will be responsible for these activities
Healthy Homes for Renters Program:
* Recruiting, training and coordinating outreach and organizing volunteers
* Research to identify buildings for Safe Housing Project
activities
* Follow-up with hotline callers re: interest in Safe Housing
Project
* Developing outreach and educational materials
* Conducting door-to-door outreach
* Identifying and developing tenant leadership
* Coordinating tenant meetings and other events
* Developing partnerships with community groups and leaders
* Conducting national, local and neighborhood research on housing code enforcement strategies
· Assisting renters to identify issues, strategize and carry out meaningful action while maintaining housing stability
· Connecting emerging tenant leaders from Safe Housing Project with CAT’s other activities and organizing.
· Conducting Health/Housing needs assessment interviews (in-home and phone.)
Grassroots Fundraising:
¡ Recruiting new CAT members and supporters
¡ Supporting CAT phone-banks and personal visits to past and potential donors to CAT
¡ Fundraising events planning
¡ Recruiting and coordinating volunteers to assist help with CAT’s grassroots fundraising
Tenant Education Program:
¡ Counseling callers to CAT’s Renters’ Rights Hotline
¡ Volunteer recruitment and coordination
¡ Some supervision of volunteers on CAT’s Renters’ Rights Hotline
¡ Conducting Renters’ Rights Workshops
What Qualifications are needed?
¶ Conversational in both Spanish and English. Good writing skills in English. Good listening and communication skills.
¶ Commitment to developing the leadership of low-income renters and renters of color to improve their communities
¶ Experience working with and within diverse groups – race, income level, sexual orientation, ability, etc.
¶ Demonstrated ability to be self-directed in carrying out project activities
¶ Strong organizational skills, detail oriented, excellent follow-through
¶ Ability to work some evenings and weekend days
¶ Experience with and knowledge of community organizing
preferred– including outreach, leader identification, training,
research, meeting facilitation, strategy development and action (can be volunteer/personal experience)
¶ Experience with or knowledge of tenants rights/housing issues helpful
¶ Grassroots fundraising experience helpful
¶ Experience working/volunteering with community groups,
non-profit organizations or social change activities
¶ Experience recruiting, training, supporting and supervising volunteers preferred
Starting Date and Hours:
This is a full-time position, to begin preferably by February 2008. This position requires working some evenings and weekend days.
What about pay and benefits?
Wage is dependent on experience. The starting pay range is $12.00 to $15.00 per hour ($24,960 - $31,200 annually). Full medical, dental and vision benefits provided for Organizer and dependent children. Paid leave also provided.

Position Summary: The position is responsible for the development and coordination of the community residential siting program, large group and other community facilitation requests, including fee for service requests.
Essential Duties and Responsibilities:
Case Management
1. Oversees case development for and management of requests for facilitation
2. Identifies and contacts all stakeholders in a dispute
3. Coordinates logistics of facilitation with all involved parties
4. Tracks and maintains case information and statistics
5. Coordinates and tracks post facilitation and follow-up client evaluations
6. Provides statistical reports as requested
Volunteer Training and Management:
1. Promotes, recruits, interviews and selects volunteers for
facilitation training program
2. Coordinates and implements volunteer training events
3. Monitors and evaluates the skills and abilities of volunteer facilitators and provides appropriate written and verbal feedback and/or recommendations for improvement and support as well as coaching
4. Mentors volunteers to meet best practices and RNW policies and procedures
5. Releases volunteers who are unable to meet RNW standards
6. Coordinates volunteer competency development and advanced
training to ensure facilitator quality
7. Coordinates volunteer recognition
Mediation and Facilitation
1. Facilitates multiparty disputes and community meetings including identification and coordination of stakeholders and process design
2. Co-facilitates with new volunteer facilitators as needed
3. Coordinates logistics for facilitation cases, including prepping co-facilitators on their roles in advance
4. Co-mediates in complex , high profile and fee for service cases as needed
Program Development and Deliverables:
1. Serves as articulate spokesperson for all RNW programs and
services
2. Develops fee for service facilitation opportunities
3. Works with mediation co-coordinators to develop systems that will create a single pool of volunteers who are qualified to conduct both family and neighborhood mediations as well as large group facilitations
4. Assists in development and implementation of facilitation
training modules
5. Provides leadership for volunteer training and mentoring in
facilitation
6. Coordinates the facilitation fee for service program including tracking billable hours, collecting fees and initial exploration of new facilitation contracts
7. Reviews facilitation fee structure with management annually
8. Reviews RNW volunteer standards annually

Qualifications:

3. Minimum of 5 years experience in mediation, facilitation, client assessment, negotiation and conflict resolution practices, techniques, methods and terminology

multi-party group facilitated processes in conflict situations
Physical Demands:
1. Ability to execute physical activities required to perform the responsibilities including, but not limited to, regular standing, sitting and typing, continuous talking and listening in person and on the phone
2. Must be able to travel to meetings in the community
3. Must be able to transport training supplies (e.g., chartpaks and easels)
Work Environment:
This position will work in a traditional shared office setting at a desk with a computer and phone available to him/her. On occasion this position may also work in a multiple desk, multiple phone environment during volunteer shifts.

ABOUT PARK SDCs
System Development Charges (SDCs) are one tool to help ensure that Portland's quality of life is able to keep pace with our growing and changing city. Park System Development Charges are one-time fees assessed on new development to cover a portion of the costs of providing the additional parks and recreation facilities needed as a result of population growth and new development. Right now, if you receive a residential building permit from the City of Portland for new building, you will be charged a Park Systems Development Charge fee.
The Park SDC Task Force is comprised of 14 representatives from a variety of stakeholder groups, including the Portland Business Alliance, League of Women Voters, Coalition for a Livable Future, Columbia Corridor Association and others. They have been meeting regularly since September 2006, examining three potential changes to the Park SDC program, including the rate of recovery, a commercial Park SDC and a two-tiered fee structure, with the Central City having a higher Park SDC.

TREE POLICY AND REGULATORY IMPROVEMENT PROJECT

The January Citywide Parks Team meeting will focus on the city's Tree Policy and Regulatory Improvement Project. This is a citywide, multi-bureau effort -- an outcome of the Urban Forestry Action Plan

The project will address multiple issues related to trees in the city -- preservation, cutting, planting, enforcement, violations, and more. An inter-bureau team is now working on issue identification.
Learn about opportunities to become involved with the project,
including discussion groups to be formed in late January with meetings to begin in February.
NOTE RE MEETING LOCATION. It is important that you arrive between 6:45 and 7:10 pm. Because the doors at the Portland Building automatically lock at 6 pm, a Park employee must be at the 5th Ave entrance to let participants in. Once s/he leaves to join the meeting (at 7:10 pm), you may not be able to enter the building.
The Portland Citywide Parks Team is an ad hoc citizens group, formed in February 2005. Monthly meetings provide a forum for
information-sharing and an exchange of ideas -- and for respectful discourse on park issues and policies. There are also opportunities to network with others who are working and volunteering to make Portland's parks even better than they are today. It's citizen-initiated, citizen-led, citizen-owned, and intended for all Portlanders who care about getting things done in and for parks in Portland.
The Citywide Parks Team meetings are open to anyone. The group doesn't have designated members or a formal committee structure. Interested individuals are encouraged to drop in whenever they can. It's a self-selected, ever-changing group that meets monthly, from 7:00 to 8:30 pm on the third Thursday, in the Forest Park Conference Room at the Portland Building. Attendance has ranges from 5 to 40+ people, depending on the topic.

DAN COMPTON TO PLAY 3RD FRIDAY Céilí
The Portland Céilí Society is proud to present the Third Friday Irish Céilí Dance on January 18th at the PPAA Building, 618 SE Alder Street, Portland. Local Portland fiddler Dan Compton provides the music. Ages 12 and up are welcome. The evening includes a free dance lesson at 8pm. Music and called dancing starts at 9pm. No experience or partner needed.
Dan plays fiddle, guitar, mandolin, and button accordion. He has been active in the Pacific Northwest folk music scene for over 20 years, performing at many concerts, festivals, and music- and dance camps – as well as the odd pub gig, contradance and céilí. Dan also teaches extensively, does studio session work, and writes and performs music for film and theater.
Dan’s interest in fiddle music focuses on the styles of Ireland, Québec and Appalachia – as well as the dance music of Brittany – and he has collected much of this music in rambles to many of these places. These styles also surface in many of the tunes he writes. Many of his fiddle compositions are collected in the tunebook The Walk Home. Dan’s playing is in particular influenced by fiddle players such as Kevin Burke, Lisa Ornstein, and Matt Cranitch, from whom he’s had the good fortune to learn (either formally or informally – in the pub).
A lapsed classical guitarist (he has a master’s degree!), Dan has long explored adapting traditional tunes to the guitar – for some of that, listen to his solo guitar recording Walking in the Neighborhood. Much of his work in this area – including his guitar compositions –
explores the application of many techniques used in classical guitar music, as well as the use of alternate tunings. Dan is also no stranger to the guitar's ability to accompany traditional dance music and has performed in this role with fiddle players such as Kerry Elkin and Randal Bays (he appears on Randal's recent recording The Salmon's Leap).
Dan also plays with the celtic band Raven (which has released four recordings, including the most recent, A Christmas Album and Five Days in April) and the contradance band Jigsaw (which recorded the CD Cut Up the Floor)
The Portland Céilí Society (PCS) is a not for profit organization whose mission is to promote, preserve, educate and encourage the practice of traditional Irish folk dances, songs, and music in the Portland metropolitan area. The Portland Céilí Society has been hosting concerts, dances and events since 1982. Céilís are held on the Third Friday of each month, September through May. Dale Russ Fiddle Workshop He is self-taught, which contributes to his abilities and renown as an excellent fiddle instructor. Dale taught for twelve years at the Lark in the Morning Summer Camp in Mendocino. He has taught and performed at many workshops and music camps, including the Festival of American Fiddle Tunes in Port Townsend, Washington, and The Swannanoa Gathering in Asheville , North Carolina . He has also played for céilí’s, set dances and dance competitions for many years.
