OHP Standard is Re-Opening!!!
DHS received the OHP Standard waiver approval with the terms and conditions that included permission to open OHP standard with a reservation list. DHS is still negotiating some of the nastier terms and conditions, but they are confident that they will be able to resolve the issues and re-open standard. Here's the timetable:
December - publicize OHP Standard re-opening
January - open reservation list
February - clean up duplications and do the lottery to select people who will receive applications.
Mid-February - mail out the applications.
March - clients will start receiving OHP standard as applications are returned and processed.
There are still some unknowns. The biggest one is how many applications will be sent out. DHS is still doing some modeling to try to project the numbers. I think they will probably send out a limited number of applications and then repeat the lottery process over several months so that they can watch the enrollment numbers. Remember - the reservation list will only be open in January, so that will be the only opportunity for clients to get into the lottery system. The lottery will come from this one pool of people.
It will be important to do lots of outreach to clients. You can get outreach materials and reservation forms by emailing reservation.list.questions@state.or.us
Please forward that email address to other advocates in the community. I asked for lots of outreach materials for the Ad Law Taskforce.
Advocates will be able to sign up for their clients by sending one email with all of the required information for all of the clients or by going to the website and filling out individual reservation forms online (it isn't up and running yet, but will be shortly). Some medical providers are planning to do this, and will have the applications sent to their office so that they can help clients apply. Remember - you can't cheat and send in anything before Jan 1st!!!! Everyone who asks to be on the reservation list during the month of January will have an equal chance of being selected. The reservation list form must be received by DHS during the month of January.

1. November River Plan Committee Meeting Canceled
Due to the Thanksgiving holiday, the November River Plan Committee has been canceled. River Plan Committee will next meet on Wednesday, December 5, 2007. The meeting will feature updates on the Industrial Development and Natural Resource Integration Task Group, and on efforts to better streamline permitting between local, state, and federal agencies.

3. River Plan Topics in the News
A. A team of national experts issued a report concluding that a single master developer or public-private partnership will be the most effective way too clean up and redevelop brownfields in the Portland Harbor. B. The U.S. Environmental Protection Agency hosted a meeting between Potentially Responsible Parties in the Portland Harbor Superfund site on November 8. The Portland Tribune covered the upcoming meeting in its November 6 issue:
“(Commissioner Sam) Adams said the city's River Plan for new zoning along the Willamette River could put the city in the position of coordinating future habitat restoration required by the superfund law in the area.
The River Plan calls for a mix of healthy industry, habitat and neighborhoods along the Willamette River between the Broadway Bridge and the Columbia River.
Planning Bureau officials, with input from stakeholders, now are probing the possibility of putting land aside just for wildlife habitat along the Willamette to meet Superfund goals.”

(PORTLAND, OR) -- On Thursday, November 15, City Commissioner Sam Adams will be joined by TriMet General Manager Fred Hansen and Pioneer Place General Manager Bob Buchanan to announce the annual holiday break from roadway construction. Downtown Portland is open for business!

WHY: Beginning at 6:00 p.m. on Friday, November 16, and continuing through January 1, 2008, the Portland Office of Transportation will establish a holiday break from roadway construction in Downtown Portland, the Pearl District, Old Town, and the Lloyd District. The public will see construction scaling back in the downtown retail core on November 16 with construction being shoved out by Thanksgiving. While limited critical work will continue, the majority of recent construction activity on downtown roadways will be completed or suspended through the end of the year. This holiday break from construction will make downtown more accessible for shoppers and holiday revelers.

Vancouver for Peace upcoming
Dear Peacemakers,
Thursday, November 15th. 4:30-5:30 pm. Peace & Justice Vigil.
Meet across from the Vancouver Community Library at 1007 E. Mill Plain Blvd. with signs.
I also hear that some are choosing to come from 4-5pm. Take your pick.
There will be no vigil on Nov. 22 – have a wonderful Thanksgiving holiday.
Fri., Nov. 16th. Iraq Moratorium Action
There is a national call for action against the Iraq war each 3rd Friday. Cindi Fisher is organizing local actions and asks you to wear a black armband or black clothing on Friday. She is planning to set up a table again in the library lobby and will be on the corner of Mill Plain by the library Friday afternoon. Tues, Nov. 27th . 7:00pm - 8:30pm. Vancouver for Peace Film Night - The Ramallah Concert
This month will be something different. On August 21, 2005 a historic concert was given by The West-Eastern Divan Orchestra in Ramallah. This orchestra was the product of a remarkable friendship between the renowned Israeli conductor Daniel Barenboim and the late Palestinian-born writer Edward Said. It is a unique musical collaboration dedicated to further the cause of peaceful coexistence in the Middle East. The orchestra is a creation of Barenboim and aims for closer Israeli/Palestinian co-operation. It contains the finest young musicians between the ages of 14 and 25 from both sides of the divide and includes Israelis, Palestinians, Libyans, Syrians and some young people from Spain.
