provide alternative services. The numbers have been crunched. It's doable by spending what is now being spent, and every resident in Oregon will be covered.
The Health Care Fund will be managed by a publicly accountable nonprofit board, forming a public corporation. Ten members would be elected, two from each congressional district. The Governor would appoint five members representing prescribed constituencies. The fund will be dedicated to financing health care, not to be commingled with the State General Fund.
HCA-O wishes to thank its many endorsers, including the Oregon Socialist Party. We appreciate the advocacy of Walt Brown not only regarding the endorsement, but also for having put his shoulder to the wheel by gathering signatures to place this Initiative before the Oregon voters in 2002.
Placing this Initiative on the ballot for the Nov. 2002 general election is a big undertaking. HCA-O must collect some 67,500 valid signatures. A large cadre of signature gatherers is needed. Money for campaign management and materials is an acute need. And the public must be educated so that they know they will be better served by the passage of this initiative.
