It does point out the need to change this so as to allow people to join the national party directly if either the local is not functioning and/or if it represents only a narrow faction thus not approving memberships. I believe we need to be welcoming to all who join us on the basis of the platform we all agree to uphold. No person interested in joining should be denied unless they're not in agreement with our principles. Otherwise we become very much like a "cadre" like Marxist-Leninist party instead of the open party we are (or should be).
